PROGRAM OVERVIEW:
A day on Capitol Hill isn't anything like a day in your average engineering lab.  But more often then not, it is difficult to determine whether
today's engineers are driving the engineers are driving the agendas in D.C. or vice versa.  From spectrum caps to phone numbers, what does
it take to navigate a network deployment team through new mandates?  And from concept to product, what does it take to steer clear of
development standstills and meet the latest in legislative policies?
 
The bottom line is that there's more to telecom than installing fiber and cell sites -- national and local governments have a huge role in everything
from encouraging the use of "palm tree" cell sites to deciding how spectrum is used by the wireless industry.  Experience a day in the life of a
carrier balancing both acts...an aggressive product development team and an equally aggressive public affairs team.  While the technical team
delivers unlimited voice and data using only 10 mghz in each of its 20-plus markets, Leap's public affairs team finds every opportunity to testify
in Congress and move the company further down the innovative communications path.

PANELIST BIOS:
 
Mark Kelley, Chief Technical Officer, Leap Wireless International
Mark Kelley is responsible for determining Leap's strategic technical direction.  Prior to joining Leap, Mr. Kelley held the position of Vice President
of Wireless System Design for Qualcomm, Inc. since 1993.  In this capacity, Mr. Kelley was responsible for all wireless infrastructure system
design activities including radio and fixed network system planning, project engineering and the development of Qualcomm commercial CDMA
network planning software product, QEDesign.  Mr. Kelley has nearly 20 years of experience in the field of communication systems planning and analysis.  During his career he has planned wireless and optical networks at booth the system and component level.  Mr. Kelley holds a Bachelor
of Science degree in Electrical Engineering from San Diego State University.  He is a board member of the CDMA Development Group (CDG). 
 
Daniel O. Pegg, Senior Vice President, Public Affairs, Leap Wireless International
Daniel Pegg is responsible for overseeing the activities of Investor Relations, Media Relations, Government Relations, Community Relations and Corporate Communications for Leap.  Prior to joining Leap, Mr. Pegg served in the same capacity at Qualcomm.  Before Qualcomm, he spent 14 years as president of the San Diego Economic Development Corp. (EDC).  Prior to his involvement with EDC, Mr. Pegg was in the medical industry.  Having built and sold a company dealing in Orthopedic Implants, he then served as group vice president for an Atlanta-based medical company.  Mr. Pegg is a graduate of California State University of Los Angeles.
