A Carrier for Healthcare


All California employers are struggling with healthcare costs, quality of healthcare, and associated employee productivity.  Some larger employers are even proactively taking steps to improve the quality of care.  Personal Health Records, which put people in control of their own medical records, are just one example.  No matter what measures are taken, being able to access and combine the health records from all the providers who may provide for an individual’s healthcare needs is necessary.  Such a “Carrier for Healthcare” is often referred to as a “Health Information Exchange”.


This event will be a panel presentation from two physician leaders in Health Information Exchange efforts, followed by an interactive discussion.  We will discuss:

•    What returns are telecommunications employers seeking from a Health Information Exchange?
•    How can such an exchange additionally provide new opportunities for their products and services?
•    How can a Health Information Exchange be realized in San Diego?
•    What leadership role can the telecommunications industry play?

PANELISTS: 

Dr. Charles Jaffe, MD, PhD, CEO
Health Level Seven (HL7)

Founded in 1987, Health Level Seven, Inc. (www.HL7.org) provides much of the basis for national healthcare interoperability standards.  HL7’s more than 2,400 members represent approximately 500 corporate members, including 90 percent of the largest information systems vendors serving healthcare.  Dr. Jaffe serves as Senior Global Strategist for the Digital Health Group for Intel Corporation, which supports his full-time commitment as the CEO of HL7. Prior to Intel, he was the Vice President of Life Sciences at SAIC, and has held executive positions in pharmaceuticals and research informatics. Dr. Jaffe has been the principal investigator for numerous clinical trials, and has served in various leadership roles in the American Medical Informatics Association (AMIA) and Clinical Data Interchange Standards Consortium (CDISC). He completed his medical training at Johns Hopkins and Duke Universities, and was a post-doctoral fellow at the National Institutes of Health and at Georgetown University. Dr. Jaffe has held various academic appointments, most recently in the Department of Engineering at Penn State University.  He lives in Del Mar.

Stephen H. Carson, MD, Chief Medical Officer
San Diego County Medical Society Foundation (SDCMSF)

In his role as Chief Medical Officer of SDCMSF, Dr. Carson initiated one of the notable existing San Diego Health Information Exchange (HIE) projects, the Emergency Department Medical Home (EDMH) project.  Sponsored by Blue Shield Foundation, the objective of EDMH is to provide uninsured patients who are currently using hospital Emergency Departments throughout San Diego County as their source for routine medical care an opportunity to establish a stable medical home with a primary care provider and to be screened for health insurance coverage.   EDMH includes 6 San Diego hospitals and over 18 community clinics.  EDMH will also soon deploy an electronic connection to the San Diego Regional Immunization Registry (SDIR), another San Diego pilot HIE project, which connects over 100 providers and maintains demographic and immunization data for approximately 1 million patients.  Dr. Carson was board certified in Pediatrics in 1980.  He received his medical degree from the McGill University Faculty of Medicine in 1976. He performed his internship and residency specializing in Pediatrics at Children's Hospital in Boston during his fellowship in pediatrics at Harvard School of Medicine from 1976 to 1979. He served as Chief Resident in Pediatrics at UCSD School of Medicine in 1980 and is board certified in Pediatric Pulmonology.

Software Partners LLC

Ms. Kirnak received much of her background in healthcare interoperability through her company’s 11-year role in developing and enhancing the San Diego Regional Immunization Registry software for the County of San Diego.   Software Partners is a founding member of Integrating the Healthcare Enterprise (IHE, www.ihe.net), which profiles and validates the use of such standards as HL7 and demonstrates them annually at the HIMSS (www.himss.org) healthcare industry exhibit and conference.  Software Partners is actively involved in developing Service-Oriented Architecture standards for healthcare through the Healthcare Services Specification Project (www.healthinterop.org), which is associated with HL7, the Object Management Group (www.omg.org), and IHE.  Ms. Kirnak co-chairs working groups for HL7 and for the American Immunization Registry Association (AIRA, www.immregistries.org), and has been active in the past in CalRHIO (www.calrhio.org).  A graduate of UCSD’s Computer Science Master’s program, Ms. Kirnak has 22 years experience in software design and implementation.
