Local companies such as Peregrine Semiconductor, Sequoia Communications and Pixon have discovered what you should know; small companies are accessing government funding for early stage R&D projects.

SBIR/STTR programs are the largest source of early stage R&D funding for small businesses.  All federal agencies with an extramural research and development budget of more than $100 million (for SBIRs) or $1 billion (STTRs) must participate in these programs. Participating companies receive capital, retain data rights for four or five years, and keep equipment purchased under the grants.  Phase II follow-on grants are larger. 

Some think that SBIRs are not worth trying to get, but, they may be leaving a lot of money on the table. 

At this event, we will review the nature of the grants and hear from panelists who have had success with getting SBIR grants and managing work under the grants.
 

SPEAKERS:
Robert P. Cogan
Partner, Patent Attorney, Nath & Associates

Robert P. Cogan is a partner in the San Diego office of Nath & Associates LLP, an intellectual property law firm based in Washington, D.C.  He is a patent attorney and legal advisor to clients including high tech, industrial, commercial and financial businesses, universities and individual entrepreneurs.  He works across a broad range of technologies, including electronics, digital systems, computer processors, software and architectures, telecommunications and the Internet, systems integration, medical devices, business methods and sophisticated mechanical devices.  As chief patent counsel for a Fortune 200 company, he performed detailed legal work and advised operating managers in a wide variety of business situations.  His technical training is in electrical engineering. 

Steve Stewart
SPAWAR SBIR Program Manager, SPAWAR Systems Center

Dr. Steve Stewart holds a doctorate degree in physics from Brigham Young University.  He has worked at the Space and Naval Warfare (SPAWAR) Systems Center (SSC) San Diego for 29 years.  He initially worked on laser radar and passive, multi-spectral, optical detection technologies for anti-submarine warfare; eventually becoming a project manager.  While working in a temporary assignment for the Office of Submarine Technology at the Naval Sea Systems Command, he became involved with processes to transition more and better technology into warfighting systems.  For the last several years, he has worked for the Director of Science, Technology, and Engineering at SSC San Diego and is now an Associate Deputy Chief Technology Officer at SPAWAR for Science and Technology Development and Transition.  Since October 2007, he has been the acting SPAWAR Small Business Innovation Research (SBIR) Program Manager.

Robert Fagaly

Senior Research Scientist, Quasar Federal Systems
Dr. Robert L. Fagaly holds a Ph.D. in physics from the University of Toledo and an MBA from the University of San Diego. At QUASAR Federal Systems (QFS), he currently serves as Program Manager for a number of airborne electromagnetic sensing programs. Prior to joining QFS, he was vice-president at Tristan Technologies, where he was involved in the identification and development of applications for magnetic sensing and cryogenic instrumentation. Over a ten year period, he generated over 6 million dollars of SBIR funding. Before co-founding Tristan, he was Manager of Marketing Development for Conductus’ Instrument & Systems Division and served as a Principal Scientist within General Atomics' fusion energy programs and Senior Staff Physicist at Biomagnetic Technologies. He has served as a director and CFO for a multi-county non-profit agency. He serves on the Department of Commerce’s Technical Advisory Committee. He is an IEEE fellow and a member of the American Society of Hematology. He has served on numerous DoD and NIH Study Sections evaluating a wide variety of SBIR and other research funding applications. He has over 80 publications in the areas of superconductivity, cryogenics, fusion energy and medicine.
