This presentation will include a high level overview of the Joint Program Executive Office Joint Tactical Radio System (JPEO JTRS) product lines and how they play a role in network centric operations. The JTRS product lines are extending the tactical network to our warfighters over the “last tactical mile” and enabling novel applications through the Global Information Grid.

The Department of Defense is transforming the military services toward “Network-Centric Operations.” The vision of network-centric operations is to convert information superiority into combat power so that the U.S. and its allies have better information and can plan and conduct operations far more quickly and effectively than their adversary. The JPEO JTRS office is the government acquisition agency charged with the development and procurement of tactical radio systems required to implement “Network Centric Operations” over the last tactical mile. The product lines will extend communication and application capability to warfighting platforms to include ground, air, surface, subsurface, and foot soldier platforms.

The presentation is organized into 4 parts:

Additionally, the presentation will discuss the design methodology envisioned for JTRS, highlighting technology challenges and our technology insertion opportunities. The audience will be provided with information related to several key technology insertion events occurring within the JPEO JTRS organization, to include cooperative agreements with local academic institutions, and an aggressively implemented plan for funding innovative small business technologies.

Dr. Richard North
Technical Director, Joint Program Executive Office Joint Tactical Radio Systems (JPEO JTRS)


Dr.. Richard North is the Technical Director for Joint Program Executive Office Joint Tactical Radio Systems (JPEO JTRS). He assumed his current position in March 2005. Prior to his current assignment, he was the PEO C4I and Space, Associate Technical Director Program Oversight with the Communications and Networking area and provided oversight and guidance of the evolution of shore, shipboard, and subsurface C4I systems. 

Dr. North’s Technical career begun as he first joined the US Navy Space and Naval Warfare (SPAWAR) System Center in San Diego in 1992 as a Communication Engineer.  He helped the development of adaptive signal processing algorithms for various communication and underwater surveillance systems.  In 1992, 1993, and 1996, Dr North was acknowledged with the SPAWAR System Center, Publication Distinguished Award and was also recognized in 1995 by the IEEE Military Communications Conference for the submittal of the Best Unclassified Paper.  Dr. North obtained the role of Program Manager and Technical Lead for HDR LOS Program where he was developing, implementing, and testing several High Data Rate advanced radio systems for ship-to-ship/shore/air-line-of-sight communications.  He also served as the Technical Director for Digital Modular Radio where he developed performance specifications, proposal evaluations, and managed the organization and operation of technical teams.   Dr. North was the Program Manager for Joint Tactical Radio System Test and Evaluation Laboratory (JTeL) where he managed the initiation of the JTeL program in support of test and evaluation of all JTRS Joint Program Office products.  He also oversaw the development of other JTRS T&E processes.

Dr. North attended the University of California, Davis and received his B.S. in Electrical and Computer Engineering and received the Tau Beta Pi Award.  He then obtained his Masters of Engineering in Electrical Engineering at Cornell University in Ithaca, NY and received the General Motors Scholar Award.  Dr. North received an Electrical and Computer Engineering Ph.D from the University of California in San Diego.  Dr. North resides in San Diego, California, with his wife and three children.
