On February 17, 2009, America will witness a truly historic milestone in television: the end of analog NTSC broadcast transmissions. Dating back to 1941, with color added in 1953, the NTSC standard has certainly served its purpose. But now the time has come for broadcasters to fully transition to digital, thereby opening up the analog spectrum for other applications. Come hear some prominent industry experts discuss this imminent digital transition including: (a) birth and growth of digital TV; (b) what the transition means from a public policy perspective; (c) the current and future technologies used for digital television transmissions; (d) market opportunities enabled by freeing up the analog spectrum; and (e) how the DTV transition impacts San Diego’s technology community.

Bill Zears

Mr. Zears is the FCC District Director, responsible for enforcement and compliance in San Diego County, Riverside County, Imperial County, and the state of Arizona. He joined the FCC in Washington DC in 1974, moved to the San Francisco Bay Area in 1979, and then came to San Diego in 2000.
 
Matt Milne 
Senior Vice President, Sales and Marketing, MediaFLO USA

Matt Milne is senior vice president of sales and marketing for MediaFLO USA Inc., a wholly owned subsidiary of Qualcomm Incorporated that is revolutionizing the mobile entertainment experience. MediaFLO USA aggregates premium, full-length content from the best-known entertainment brands,
delivering a mobile entertainment service, called the FLO TV service, to mobile phones via a dedicated nationwide multicast network.  Prior to joining MediaFLO USA in March 2008, Milne served as president of ViewSonic, where he led regional sales, marketing, strategy, product and channel development for the company’s business in displays and digital televisions.  He also served as senior vice president and general manager of Consumer Solutions at Gateway, where he led all facets of the company's consumer electronics business. Milne also co-founded Cameo Technologies Inc., a digital media communication and distribution business and held various senior management positions in sales and marketing at Western Digital Corporation, including vice president of sales and marketing to the Americas.  Milne earned a bachelor’s degree in Finance from California State University, Fullerton, and a master’s in Business Administration from California State Polytechnic University, Pomona. 

Mark Schaffer
Director of Product Marketing, Motorola Home & Networks Mobility

Mr. Schaffer is Director of Product Marketing, Motorola Home & Networks Mobility. He has product line responsibility for Motorola’s professional MPEG-2/4 digital video distribution networks for satellite programmers and headend operators. Prior to joining Motorola, held positions at TANDBERG Television, NDS, and Sony with over over 17 years experience in the broadcast and video compression industry.

Bob Rast
MPH Project Leader, LG Electronics

Mr. Rast is currently MPH Project Leader at LG Electronics (MPH is a technology by which broadcasters can use a portion of their DTV channel for mobile TV applications). He is a recognized digital television pioneer, having led GI’s participation in the US advanced television standards setting process in the 90’s, culminating in the Digital HDTV Grand Alliance, the basis for the US Advanced Television standard. After GI, Mr. Rast joined Dolby Labs as VP Business Development, then became CEO of DemoGraFX, followed by his role as president/COO of LINX Electronics (ATSC DTV receiver technology). He started his career at RCA and Sarnoff Labs, and was also an executive at ATC, Time Inc’s original cable TV business unit.

  • Take I-5 South to the Local (I-805) Bypass (on the right just past Carmel Valley Road)
  • Exit at Carmel Mountain Road
  • At the end of the off ramp turn left (East) onto Carmel Mountain Road
  • Proceed under the freeway and, at the second signal light, turn left into Gateway at Torrey Hills
  • Mintz Levin is in the second building (# 3580). Make sure to turn right at the second driveway and pull into the parking structure.
 
From the South
  • Take I-5 North to the Local (I-805) Bypass (on the right just past Genesee Road)
  • Exit at Carmel Mountain Road
  • At the end of the off ramp turn right (East) onto Carmel Mountain Road
  • Immediately at the first signal light (one-half block) turn left into Gateway at Torrey Hills
  • Mintz Levin is in the second building (# 3580). Make sure to turn right at the second  driveway and pull into the parking structure.

From the East
  • Take I-15 South to Hwy 56 (Ted Williams Parkway)
  • Proceed West on Hwy 56, which will turn south just past El Camino Real and merge onto the Local (I-5/I-805) Bypass
  • Exit at Carmel Mountain Road (on the right just after Hwy 56 merges into the Bypass to I-5/I-805)
  • At the end of the off ramp turn left (East) onto Carmel Mountain Road
  • Proceed under the freeway and, at the second signal light, turn left into Gateway at Torrey Hills
  • Mintz Levin is in the second building (# 3580). Make sure to turn right at the second driveway and pull into the parking structure.
