Foundational technology has been developed by the DoD and technology transfers from the DoD result in the building of a company that is the embodiment of the successful tech transfer.  San Diego’s fortunate to have three companies that will present how and why they moved technology out of the DoD and built successful businesses.  We’ll start with examining ViaSat, an early success story, with heritage dating back to Linkabit next we will explore Peregrine Semiconductors journey in building a company with technology originating at the Navy lab and lastly we will reveal a recent example of successful tech transfer with MEMS company, Lumedyne Technology.

PANELISTS:
Steve Hart
Co-Founder & CTO, ViaSat Inc.
Steve Hart provides technical direction across the company in areas of networking, architectures, software and information security. He works with ViaSat’s diverse set of business areas to drive innovation and strategic positioning. He also supports business development activities, with technical support in product concept development, customer relations, and proposal activities. Mr. Hart has authored numerous technical papers in satellite networking and computer and communications security, and holds patents for inventions in these areas. He contributed to the growth of ViaSat from 3 people in 1986 to an international company with over 1800 employees today.

Dr. Ron Reedy
Co-Founder & COO, Peregrine Semiconductor
Ronald E. Reedy, Ph.D., a Peregrine co-founder, serves as Chief Operating Officer managing all operational departments and ongoing activities to deliver performance to the company’s business plans. He is responsible for ensuring that the CEO’s vision is met through near-term and long-term planning and management. He previously served in various roles at Peregrine including CEO, CTO and VP of Sales & Marketing prior to assuming his current role as COO. Previously, Dr. Reedy led the microelectronics division at Navy Research and Development (NRaD, now SPAWAR) where he managed R&D in advance microelectronics, fiber optic communications and photonic systems. He is a co-inventor of UltraCMOS technology and has over 35 years experience covering all aspects of the semiconductor industry. He received his BSEE from the US Naval Academy and his Ph.D. from University of California at San Diego. He has dozens of patents and hundreds of technical articles, submissions and conference presentations.

Brad Chisum
CEO,
Lumedyne Technologies
Brad Chisum has over ten years experience in the integrated circuit and sensor manufacturing industry.  At STMicroelectronics, he successfully led teams to improve inventory management and production efficiency and was recognized as the site’s most effective team leader.  In 2002, Mr. Chisum joined SPAWAR where he headed up their Advanced Photolithography Research Program.  Mr. Chisum helped improve the facilities to a world-class standard before transitioning to SPAWAR’s Integrated Circuit Fabrication Facilities Engineering Manager.  Before leaving to found Lumedyne Technologies (originally named Omega Sensors), Mr. Chisum became a Manager for the Integrated Circuit Design Team and served as its primary point-of-contact (POC) and liaison between SPAWAR and its partners, both commercial and government.  Since serving as the CEO of Lumedyne Technologies, Mr. Chisum has been recognized by the Federal Laboratory Consortium for Technology Transfer for "Outstanding Commercialization Success" of government licensed technology and has been named a 2010 regional Finalist for Ernst & Young's Entrepreneur of the Year Award. He has authored two patents (pending) and his educational background includes three degrees: an MBA from San Diego State University, a B.S. in Electrical Engineering, and a B.S. in Mathematics from Southern Methodist University.

Rory Moore was the seed round investor, co-founder of Peregrine Semiconductor Corp., one of the world’s leading providers of radio frequency integrated circuits (RFICs) for the wireless communications and aerospace markets. Peregrine ships millions of chips every week to cell phone manufacturers around the globe. Rory was also the seed round investor and founding CEO of Silicon Wave, Inc., now owned by Qualcomm. Silicon Wave produced the world’s first Bluetooth chips. Bluetooth chips are now in over a billion devices from cell phones to automobiles. Rory was a cofounder of e-Fire.com, and Optical River. In addition, he is co-chair of the Military Special Interest Group and a member of the NextStage committee. A University of Michigan alum, Rory’s other interests include angel investing, competition aerobatic flying, scuba diving and surfing.

Jonathan Cain

Jonathan Cain has more than 20 years of experience in representing domestic and foreign companies, public-private partnerships, and quasi-government agencies in transactions and litigation involving federal government grants and contracts for the research, development, licensing, and sale of information systems hardware, software and services, communications equipment and services, life sciences products, defense hardware and materials, support services, humanitarian and development assistance, infrastructure project development, and the outsourcing of business process and information systems services.  His experience includes procurements in the United States by foreign governments of defense and information systems, representation of foreign companies in federal procurements, and sales of products and services to state and local government agencies. He has broad experience in all aspects of government procurement law, including requirements development, design of requests for proposals, contract bidding and negotiation procedures, offer evaluation procedures, intellectual property protection, subcontracting, contract financing, affirmative action, cost accounting standards and audits, procurement integrity, security clearances and classified matters, export controls, and foreign ownership and control of U.S. government contractors.  He also has litigated numerous government contract protests and claims before administrative tribunals and the federal courts. He is an experienced trial attorney who has litigated numerous commercial matters, as well as copyright and trademark infringement and complex software, communications, and information systems contract cases in state and federal trial and appellate courts. He is the author of a number of articles on government contracts matters, and has lectured on government contracts and information security matters at Duke University, The American University, and other institutions.
